How to Change the Color of an Unordered List?

For the life of me I cannot change the color of an un-ordered list bullet. It only displays black no matter what I do. The help menu is no help. It only gives you sentences on what the List can do but doesn't tell you "how" to do anything.

TemplateToaster v8 Beta provides various option to style the List Icons. You may modify the color of an Unordered list bullet icon from Elements Tab => Lists => Unordered List => Typography => Color => Set color accordingly.
