To make the Blog page accessibility private you can change its visibility from WordPress Dashboard. To achieve the same please follow the steps provided below:
Go to WordPress Dashboard -> pages -> Edit your blog page -> Visibility (at left side of page under pUblish meta box) -> Set it to private -> Update/Save.
