Can I make an effect to unreveal a section with TT like the bottom in the given sample

I am curious if that effect could be made with TT,  when a section "gets uncovered" as you scroll. Similar to the bottom section on this page http://websites.envatousercontent.com/design/boo-agency/g4osuz/preview?layout=desktop

Currently this option is not provided in TemplateToaster, you need to use custom css to implement this scroll effect as shown in reference link .
