You should change the permissions on  D:\INETPUB\VHOSTS\domain.com\httpdocs/wp-content and make it more  restrictive. Use your ftp client, or the following command to fix  things:   

chmod 755 D:\INETPUB\VHOSTS\mydomain.com\httpdocs/wp-content/   How do I go about this on Plesk?

I normally manage files using FileZilla and connect using SFTP. https://filezilla-project.org/ FileZilla is free and easy to use. Your host will supply you with the connection details for Host, Username, Password and Port number. If you use it, make sure you connect using SFTP Not FTP. Using FTP is not recommended as it's not secure! SFTP is. :)  Here's a quick guide on how to do it.
