Transparent area to cover text already read

Question

I've recently seen on several websites a feature. While reading a text and scrolling down to the next paragraph, I see a sort of transparent area which almost covers the text already read. I like it because it helps to focus on the new text. Is it possible to make this feature with TT? I don't know what it is called in English. Thank you.

The above is a Hungarian website (I am from Hungary), but I've seen the same effect on Skype screen.
