Set elements to inherit?

Is there a way to set elements to inherit without custom overrides?  For example, I've set a heading type (h3) for the block header in my Drupal theme but it doesn't get used since the element properties for the block header will always override it.  I haven't found a way to unset those and allow them to inherit the h3 properties, am I missing something?
