Today I bought the license for the application. When I open a new template for Prestashop, if I select Start from Scratch I don't load most of the menus.
I have Windows 10 x64 OS.

Simply right click on your desktop and click "Display Settings", now select "Scale and Layout" to 100 percent and it should fix the issue. You can refer to the attached screenshots for more details.
Now just set Scale to 100%
