Moving side bar up to level of header

Question

Hi,

Is there a way to bump up the sidebar (position on the right) to the top level of above header (or set of modules) if the header itself is only occupying, let's say, 50% of the page width?

Would like a collapsible feature on the modules if there isn't one implemented.
