Is there a way to add more than one language to a web theme or template?

Hello I want to add multiple languages to my web themes and template, how to do with Template Toaster?

As far as I'm aware this can only be done in the CMS you're using.

Try  with "Multisite Language Switcher" plugin in wordpress.
