Header text areas don't display over background image

but in wordpress it displays like this:

Unfortunately there is no site publicly available that is using this theme. It is being developed locally on Windows 10 and  tested on a local server. (Windows Server 2012 R2, IIS, MySQL). I will provide you with the project file if there is somewhere that I can upload it.
