Footer Elements Not Staying in Place

I'm working on a Wordpress Theme with Content for a Wordpress Website with TT6.  I set up the footer where it has a Facebook icon link, the copyright, a text box of info about the organization, and then the designed by link.  Unfortunately, every time I navigate from page to page- no matter how often I save them, these elements move around to random places when I go back to the page and are usually jumbled up and I have to redo them completely for every single page.  It's getting really old!

Is there any way to just set up the footer ONCE for each view- desktop, tablet, and mobile- and then have it automatically flow to each new page design? It changes even on the PageTemplate design and is driving me crazy!  The header stays the same, why can't the footer do the same?
